She was born on February 16, 1962 in Muldrow, Oklahoma to Betty Jean (Smith) Walters and Deamos Garrett and passed away on February 28, 2024 in Fort Smith, Arkansas. She was married to William Lee Phillips. Mrs. Phillips was a CNA and caregiver.

Survivors are husband, William Phillips of the home; two daughters, Skyla Brammer and David of Muldrow, OK and Kayla Allen and Shane of Kentucky; two sons, Brandon Coleman and Kimberly of Muldrow, OK and Jeremiah Phillips and Ashtin Cornell of Van Buren, AR; five grandchildren; one brother, Dennis Garrett of Muldrow, OK; and other relatives and friends.

She was preceded in death by her parents.
