He was born on April 16, 1951 in Ft. Smith, Arkansas to Mae L. (Snow) Fisher and Wilbert H. Fisher and passed away on August 13, 2020 in Fort Smith, Arkansas. He was married to Alice (Qualls) Fisher. She preceded him in death on March 21, 2000. He was a general laborer and of the Baptist faith.

Survivors are:

4 sons: Joe Fisher, Jr. and wife, Molly, of Muldrow, OK, Jimmy Massa and wife, Laura, of Greenwood, AR, Jeremy Trevier and wife, Toni, of Beggs, OK and Joey;

step-son: James Ruark and wife, Jennifer, of Muldrow, OK;

2 daughters: Vickie and Melissa;

step-daughter: Michelle Hinojosa and husband, Manuel, of Texas;

numerous grandchildren;

brother: Rick Fisher of Texas;

sister: Anita Barnett of Roland, OK.

He was preceded in death by his wife and parents.
