He was born on September 18, 1937 in Carlile, Oklahoma to James Albert Seay and Alta (Montgomery) Seay and passed away on September 24, 2024 in Muskogee, Oklahoma. He was one of eight children. He grew up close with his siblings and was a big help to his mother after his father's untimely passing.

Raymond was an athlete, playing basketball on the Gore High School team. After graduation, he enlisted in the United States Army, where he made Sergeant. He was a mechanic in the Army for two years stationed at Fort Sill, Oklahoma.

Raymond very much enjoyed spending time with his family and loved them very much. He loved his nieces and nephews as if they were his own children. He enjoyed hunting and fishing, and was very handy.
