She was born on February 7, 1954 in St. Louis, Missouri to Alphine Rose (Hoefler) Turnbaugh and Donald Lawrence Turnbaugh, Sr. and passed away on August 30, 2023 in Fort Smith, Arkansas. Mrs. Starcher was a factory worker at Trane. She was an avid Pokemon player, loved genealogy and enjoyed flower gardening.

Survivors are one daughter, Jeannie Starcher of Austin, TX; one son, Timothy Moore of Muldrow, OK; one granddaughter, Stormie Moore of Fort Smith, AR; one great-granddaughter, Raqayi Thurman; three sisters, Becky Fisher of Fordland, MO, Patrice Ducette of Tewksbury, MA and Dorina Gardner of Willow Spring, NC; and several nieces, nephews, and other relatives and frends.

She was preceded in death by her parents and one brother, Donald Turnbaugh, Jr.
